总则
第一条 （目的和依据）为了加强本市体育竞赛的管理，促进体育事业的发展，根据《中华人民共和国体育法》和其他有关法律、法规，结合本市实际情况，制定本办法。
Article
1
Objective and Basis With a view to
strengthening the administration of city-wide sports contests and promoting
sports, these Procedures are made under the Physical Culture Law of the People's
Republic of China and other related laws and regulations, and in line with the
actual circumstances of this Municipality.
第二条（适用范围）本市行政区域内举办体育竞赛活动及其管理，适用本办法。

Scope These Procedures apply to the organization and administration of
sports contest in the administrative areas of this Municipality.
