Provisions
第一条 为了加强特种行业和公共场所治安管理，维护社会治安秩序，保障公民、法人和其他组织的合法权益，根据《中华人民共和国人民警察法》、《中华人民共和国治安管理处罚条例》和其他有关法律法规的规定，结合本市实际情况，制定本条例。
Article 1 The
present Regulations are formulated, in accordance with the Police Law of the
People’s Republic of China and the Punishment Regulations of the
Administration of Peace and Order in the People’s Republic of China and the
stipulations of other relevant laws and regulations, and in line with the actual
situations in Shanghai, to strengthen the administration of peace and order in
special trades and public places, to maintain peace and order in above-mentioned
trades and places, to guarantee the legal rights of citizens, legal persons, and
other organizations.
